I have a bunch of old BeOS people files and copied them in Haiku. The thing is, even though they open up with the People app, they don't show their attributes in Tracker. Is this normal?
It's a bug. In recent nightlies the attributes of datatypes under the "Application" category don't show in Tracker.

Until the bug is fixed, there's a work-around to fix things manually.
