What's BeOS's widget toolkit, and is an update or modern rewrite of it a part of Glass Elevator?

It's called the Interface Kit, and comes as standard ;)

There is code in the Haiku repo for layout-based interfaces, similar to Java's in construction. It's unlikely to get into the first release (according to a recent post on the mailinglist by Axel), but it's there to play with now.
